on Article 24（※） of the Act on the Protection of Personal Information.
As for the EU designation, the PPC decided at the 70th Committee,
which was held on the same day, to the effect that it will carry
forward the procedures in conjunction with the effectuation of
adequacy decision for Japan to be made by the European
The Personal Information Protection Commission has been having dialogue with the European Commission since Apr 2016 on the transfer of personal data between Japan and the EU, with a view to building the framework for mutual and smooth transfer of personal data. Under these circumstances, on Jul 17, 2018, Commissioner Kumazawa of the PPC and Commissioner Jourová of the European Commission discussed on the phone and confirmed the final agreement for the dialogue. In addition, both sides committed to complete by autumn 2018 both internal procedures (Note) required for this framework to become operational.
As for the procedures for the PPC, there are the formulation of
Article 24 is amended to be Article 28 under the Act on the Arrangement
of Related Laws for the Formation of a Digital Society (effective as of
April 1st, 2022).
On the same day, a joint statement that also mentions cross-border transfer of personal data was released at the 25th Japan-EU Summit meeting held in Tokyo.
